In 1996 Metropolitan Philip authorized the first edition of The Divine Liturgy for Clergy and Laity: Text and Music for Congregational Participation. In the authorization letter, Metropolitan Philip explained that "congregational participation is of the essence of the Orthodox Church and should be used wherever possible."
